The former Mexico City mayor Lopex Obrador called for the campaign during a massive rally of a record 1.2 million people, said city authorities, of his own party. Lopez Obrador lost to Calderon by a margin of little more than one half of one percent. On July 16, 800,000 people across the country demonstrated in his support.

"We do not agree with the court decision. We do not agree because we asked that all of the ballots be recounted. They must fix this situation," he told some 20,000 supporters gathered in the capital's main square, the Zocalo, on Saturday, after the tribunal's announcement.

The judges examined 175 challenges from Lopez Obrador's Democratic Revolution Party (PRD), in an 836-page document claiming the vote was invalid, as well as videotapes and other evidence of alleged cheating.

The tribunal, the ultimate arbiter in electoral disputes, has until September 6 to formally announce the name of the president-elect, who is to begin a six-year term December 1, replacing President
Vicente Fox.

Lopez Obrador wanted a recount of all 41.7 million ballots cast, claiming that tallies from 72,197 polling stations out of a total 130,500. The tribunal agreed only to recount 11,839 ballot boxes.
