La semana pasada el problema era sobre la deuda de los Estados Unidos pero el congreso llego a un acuerdo para resolver el problema antes de que llegara una crisis.</p>

<p>Pero parece que la crisis va llegar de todas maneras. El desempleo en el país todavía está en el 9% y los problemas sobre los préstamos de casas con Fannie Mae y Freddie Mac siguen. El pesimismo y el miedo fue evidente el jueves en la bolsa de valores cuando tuvo su peor día desde el 2008. Después de una pérdida de 4% en la bolsa de valores, el país y el mundo se dio cuenta que los problemas no pueden seguir siendo ignorados.</p>

<p>Desafortunadamente las inversiones políticas como la ley de estimulo no tuvieron el efecto que se esperaba. El miedo también subió después que S&P bajo la clasificación de crédito para los Estados Unidos a AA+. Los expertos dicen que todo parece que vamos a una segunda recesión, es verdad?</p>]]>
        <![CDATA[<p>Mientras los lideres en Washington tratan de averiguar una solución el pueblo sigue sufriendo y sin trabajo. Aunque mucha gente tratara de culpar a un líder político o a un partido político, la realidad es que este es un problema más grande. Es un problema de costumbres y de estilo de vidas de gobiernos y de uno mismo. Una segunda recesión será devastador para el país y el mundo, pero posiblemente estamos en una corrección y no una recesión como la del 2008. Es obvio que el problema económico todavía existe y que una recesión no se puede arreglar en poco tiempo, pero uno vive en un mundo que exige resultados rápidos y es más fácil tener miedo que tener esperanza. Con un poco de unidad política que pone los intereses del pueblo arriba de los de su partido y los de sus donantes grandes, el país y el mundo puede salir del peligro.</p>

<p>"Este era un lugar movido, había trabajo, pero ahora no hay nada", comentó este californiano de 24 años, que vino a Dalton cuando tenía 16.</p>

<p>"Uno veía gente, autos que iban y venían. Ahora, ni siquiera los fines de semana hay gente en la calle", expresó, parado frente a la vivienda de un amigo en el complejo de departamentos Walnut Creek, a un paso de la Cuarta Avenida.</p>

<p>De los más de 30 departamentos, sólo diez están ocupados, expresa. Un cartel dice "Departamentos del 1 al 16 disponibles para alquilar" en un complejo vecino.</p>]]>
        <![CDATA[<p>Hay indicios de que mucha gente, principalmente hispanos, se están yendo de Dalton, aunque aún no existen cifras oficiales al respecto. </p>

<p>"Ha habido una decaída muy grande en la economía", declaró el alcalde de Dalton David Pennington. "Lo que nos distingue es que hay muchos inmigrantes recientes, sobre todo hispanos, que vinieron en busca de trabajo, se radicaron y, cuando empezaron los despidos, muchos se fueron".</p>

<p>La tasa de desempleo del área metropolitana de Dalton fue del 12.6% en marzo, levemente inferior al 13% de enero, pero sigue siendo una de las más altas de Georgia.</p>

<p>La cantidad de indocumentados en Giorgia ha fluctuado. Pasó de los 490,000 del 2007 a los 460,000 del 2008, y subió a 480,000 en el 2009, según el Departamento de Seguridad Interna.</p>

<p>La mayoría de los expertos coincide en que la recesión está estrechamente relacionada con la merma en la cantidad de indocumentados, especialmente si se tiene en cuenta que uno de los sectores más golpeados es el de la construcción, que emplea a muchos recién llegados.</p>

<p>En Dalton, el principal factor fue la debilidad de la industria de fabricación de alfombras. Varias fábricas grandes cerraron o despidieron a mucha gente. Además, se está haciendo cumplir más estrictamente las leyes de inmigración, según residentes de la zona.</p>

<p>Un recorrido por las calles de Dalton, especialmente el sector oriental, donde se instalaron muchos hispanos, muestra  cómo se deteriora el área. Abundan los carteles de casas "En venta", pero no son tantos como los que ofrecen viviendas en alquiler.</p>

<p>Frente a la casa de la familia Hernández en la Avenida Ashworth hay una casa vacía, cuyo dueño abandonó al no poder pagar la hipoteca.</p>

<p>"Destinó todo el dinero de devolución de impuestos del año pasado para mantener la casa, pero al final de cuentas no pudo hacerlo", manifestó María Hernández.</p>

<p>La señora Hernández y su marido, Gustavo, compraron su casa hace siete años, cuando los dos trabajaban 60 horas a la semana en una fábrica de alfombras. Ahora trabajan un par de días a la semana y han tratado infructuosamente de vender la vivienda.</p>

<p>Están tan desesperados que María está considerando volverse a México, por más que estén en el país legalmente.</p>

<p>"Mi hermano falleció el año pasado y no pudimos ir porque no teníamos dinero", expresó la señora Hernández, quien tiene cuatro hijos, de entre 18 y cuatro años.</p>

<p>"Mi madre está enferma y no puedo ir a verla ni enviarle dinero", manifestó.</p>

<p>Pennington cree que quienes se iban a ir, ya se fueron.</p>

<p>"Buena parte de la gente que se fue probablemente era indocumentada. No podían acogerse a los beneficios (sociales) y fueron los primeros en irse", declaró. "Quienes compraron casas, o nacieron aquí, están bien establecidos y no se van a ninguna parte". </p>

<p>La cantidad de embargos hipotecarios en esta región es más del doble que hace tres años.</p>

<p>Entre mayo y noviembre del 2007 hubo 123 embargos mientras que en octubre del 2009 y marzo del 2010, hubo 470 según Gaile Jennings, directora ejecutiva de la Community Development Corp. de Dalton-Whitfield.</p>

<p>"Antes teníamos cinco en un año", agregó.</p>

<p>Dalton llegó a tener 50,000 personas, ahora suma unas 40,000. Ante la partida de tanta gente, las ventas al minorista descendieron y la municipalidad no cobra tantos impuestos.</p>

<p>Las deportaciones del padre o a la madre en las familias origina que el resto de los integrantes se vaya con ellos. </p>]]>

<p>El informe anual del Centro Hispánico Pew publicado este martes muestra que aproximadamente un 10% de los trabajadores de <a href="http://www.abogada.com/abogados/blogsection/nevada/">Nevada</a> son <a href="http://www.abogada.com/abogados/blogsection/Preguntas_Frequentes/">inmigrantes indocumentados</a> que no están autorizados por el gobierno federal a trabajar.</p>]]>
        <![CDATA[<p>Los 1 millón 850,000 trabajadores ilegales de <a href="http://www.abogada.com/abogados/blogsection/california/">California</a> son el grupo más numeroso en la nación, pero solamente representan el 9.7% de la fuerza laboral de ese estado.</p>

<p>Nevada también tiene el mayor porcentaje de inmigrantes indocumentados, con el 7.2%. Sólo el 3.7% de los habitantes en el país son inmigrantes indocumentados. La población de personas no documentadas de Nevada era del 9.4% en 2009.</p>

<p>La tasa de desempleo en esta región ha subido al 14.5%, la más alta en el país.</p>

<p>11 millones de indocumentados</p>

<p>El número de inmigrantes ilegales en Estados Unidos se estabilizó en cerca de 11 millones el año pasado, poniendo fin a un descenso de dos años desde el inicio de la recesión, según Pew Hispanic Center.</p>

<p>El estudio mostró que 11.2 millones de indocumentados vivían y trabajaban en Estados Unidos en marzo de 2010, una cifra que prácticamente no registró cambios respecto al año anterior.</p>

<p>El informe, que se basó en datos de la Oficina de Censo de Estados Unidos, señaló que el número de inmigrantes ilegales en la fuerza laboral se mantuvo estable, en cerca de ocho millones.</p>

<p>Este estancamiento sigue a una caída de dos años en la población inmigrante, de 11.1 millones en 2009 desde un máximo de 12 millones en 2007, en el comienzo de la recesión en Estados Unidos.</p>

<p>"Lo que hemos visto en el pasado es que el flujo de inmigrantes no autorizados, en particular desde México, ha estado muy estrechamente ligado a la situación de la economía de Estados Unidos", dijo a Reuters el demógrafo Jeffrey S. Passel.</p>

<p>"Hemos visto grandes caídas en los flujos de ingreso (de inmigrantes) cuando Estados Unidos entró en una recesión, y un gran aumento cuando la economía de los Estados Unidos estaba en auge", añadió.</p>

<p>El tema de qué hacer con la población de inmigrantes divide a los estadounidenses.</p>

<p>El presidente Barack Obama apoya una reforma inmigratoria integral, reforzando el control pero brindando una oportunidad a millones de inmigrantes ilegales de un estatus legal, mientras que los republicanos generalmente se inclinan solamente por un enfoque de vigilancia.</p>

<p>Un estancamiento en Washington ha llevado a legisladores republicanos en cada vez más estados a apoyar medidas contra la inmigración ilegal y recusar la ciudadanía a niños nacidos en Estados Unidos de inmigrantes indocumentados.</p>

<p>El estudio halló que el declive en el número de inmigrantes ilegales ha sido especialmente significativo en los estados de Colorado, Florida, Nueva York y Virginia, que habían registrado un crecimiento previo en su población de ilegales, además de en Arizona, Nevada y Utah.</p>

<p>Passel dijo que factores como la economía local en problemas, junto a iniciativas para detener a inmigrantes ilegales, posiblemente contribuyeron al descenso.</p>

<p>"Podemos señalar a la economía tal vez como el principal factor (...) aunque Arizona y Virginia también aprobaron una legislación restrictiva para limitar la inmigración de indocumentados", explicó.</p>]]>

<p>TransUnion, one of the big credit bureaus, recently released a report showing that an increasing number of consumers are choosing to pay their credit card bills before their monthly mortgages.</p>

<p>The percentage of people delinquent on their mortgages but current on credit cards jumped to 6.6 percent in the third quarter of 2009, up from 4.9 percent in the third quarter of 2008.</p>]]>
        <![CDATA[<p>"I think the biggest message that the data shows is that consumers' priorities have changed," said Sean Reardon, the author of the TransUnion study and a consultant for the credit bureau. "This is really a reflection of the housing bubble bursting and the ripple effect of the recession."</p>

<p>The percentage of consumers current on their credit cards but delinquent on their mortgages first surpassed the percentage of consumers up to date on their mortgages but delinquent on their credit cards in the first quarter of 2008, according to TransUnion.<br />

<p>"The implosion of the mortgage industry over the last 24 months, the resetting of adjustable-rate mortgages and the weak job market have all come together to redefine how consumers are managing their finances and meeting or not meeting their credit obligations," said Ezra Becker, director of consulting and strategy in TransUnion's financial services business unit.</p>

<p>Many people see their credit card as an emergency source of funds. They may not be able to afford a mortgage payment, but they can make a minimum credit card payment. For them, it's not about buying flat-panel televisions or toys for their kids. Instead, they are using credit to buy food or gas or pay for other basic necessities. When faced with a choice at bill-paying time, they are opting to pay their credit card accounts so that reservoir of money doesn't get snatched away.</p>

<p>For the study, TransUnion looked at consumers who had at least one credit card and one mortgage. The company examined 30-day credit card and mortgage delinquency data.</p>

<p>The shifts in payment behavior are even more pronounced in California and Florida, two states that have experienced high foreclosure rates and significant decreases in home prices.</p>]]>

<p>Minors as well as adults can buy items in the games with a “Kwedit Promise,” which can be paid off later in a number of ways with a credit or debit card, for example, or with cash sent in a mailer that Kwedit supplies.</p>]]>
        <![CDATA[<p>But here’s an entirely new payment option: A user can print out a barcode and head to a 7-Eleven store, which will accept cash, scan the code and notify Kwedit that payment has been made. In the next three months, a Kwedit logo will join those for credit cards and other payment methods on the doors of all 7-Elevens, a company spokesman says.</p>

<p>As game purveyors, Kwedit’s current partners sell virtual goods whose marginal cost is virtually zero, so there’s no risk of real financial loss if the promise is not repaid. But by offering Kwedit’s service, the game publishers capitalize on the most frictionless form of sales: buy now, pay later.</p>

<p>At FooPets, users “adopt” lifelike digitally animated pets and then buy virtual goods for them, including food, beds and chew toys. The site’s core demographic is 12- to 14-year-old girls, said Scott Sorochak, a co-founder of FooMojo, which operates the site. The company says that FooPets has one million active members and that it is signing up 20,000 to 25,000 new members daily.</p>

<p>“Kwedit is the first payment system we’ve used that doesn’t require getting a parent involved,” Mr. Sorochak said.</p>

<p>Now an eighth grader, on her own, can use a Kwedit Promise to buy a virtual 40-pound bag of Purina Puppy Chow. The chow exists only as a photograph of a Purina package, but FooPets instructs its users that the care and feeding of the digital pets they’ve adopted should be regarded as a serious matter. “Your FooPet is a real creature that lives online,” the company’s Web site says.</p>

<p>It’s ontological nonsense, but the money that is paid for the pixels is certainly real. (The big bag of virtual puppy chow costs $3. For parents with deep pockets, a “rustic bungalow” is $333.)</p>

<p>Systems like these — known in the industry as nurturing games — are built to require regular investments of time and, for fullest enjoyment, money. The games are usually hosted by social networks like Facebook, or can connect to such networks so friends can follow one another’s progress. They feature living digital property — the crops in FarmVille or the fish in Happy Aquarium — that can die without care and feeding. At FooPets, death is averted because, after a short period of neglect, the pet goes to a FooShelter. (And reclaiming it becomes an expensive proposition.)</p>

<p>In 2008, about $510 million was spent on virtual goods in the United States, and last year the amount almost doubled, to $1.03 billion, according to a report prepared last month by Inside Network, a research firm based in San Francisco. Justin Smith, the company founder, estimates that the market will grow to $1.6 billion this year.</p>

<p>Kwedit’s system rewards users for repayment. Initially, the credit extended is modest, only $2 to $5. And a Kwedit score, modeled on a credit score for use by game publishers as a guide to how much credit should be extended, is set low.</p>]]>

<p>So far most of the major banks have taken lower-than-expected fourth-quarter bad-loan provisions, but CIBC may be among the most sensitive to any upward trend in defaults because its huge portfolio of credit-card loans, one of the biggest in Canada.<br />

        <![CDATA[<p>Unlike other types of obligations such as mortgages or car loans, credit-card debt is unsecured, leaving the lender with limited options if things go wrong.</p>

<p>Yesterday, however, investors focused on CIBC's profit, which rose to $644-million in the fourth quarter, up 48% from the same quarter the year before. Its shares closed up $1.52 to $70, their highest level in more than a year.</p>

<p>"If [CIBC] is right and the economy's going to recover imminently, that's great, but if 2010 turns out to be worse than expected, they will be impacted significantly," said Brad Smith, an analyst at Blackmont Capital.</p>

<p>In the three months ended Oct. 31, Canada's fifth-largest bank set aside $224-million in provisions to cover bad credit-card loans, down from $248-million in the prior quarter.</p>

<p>Analysts estimate CIBC's credit-card portfolio at more than $10-billion.</p>

<p>Total provisions for bad loans at CIBC were $424-million, down from $574-million in the third quarter, reflecting the bank's view that the North American economy is on the upswing.</p>

<p>Toronto-Dominion Bank, which also reported yesterday, was almost as optimistic in its lower-than-expected provisioning and rosy long-term outlook, though it cautioned that the year ahead may be a bumpy ride.</p>

<p>On a conference call with analysts, Ed Clark, the chief executive, said he expects bankruptcies to move up in 2010 "from the extremely low levels we have seen so far," peaking below levels seen in previous recessions. By 2011, economic uncertainty will be dispelled amid rising employment and a generally brighter outlook.</p>

<p>Results at National Bank of Canada, which also came out yesterday, and Bank of Montreal, which came out last week, reflect similar optimism.</p>

<p>The trend has some analysts raising their eyebrows.</p>

<p>"The whole credit thing is a concern for me because there is nothing to support the levels of provisioning the banks are doing," said Mr. Smith, who argues that the past two years have been so unusual in financial markets that it impossible to predict where the economy is headed.</p>

<p>"You can't look to the past to support the adequacy of the provisioning," he said.</p>

<p>"All you can do is assume the banks have better information than I have when they say that the credit clout will clear imminently and recoveries will be very strong."</p>

<p>According to Statistics Canada, the Canadian economy pushed out of recession in the most recent quarter, growing at an annualized pace of 0.4%, the first sign of positive growth in a year.</p>

<p>But many economists worry that the picture may get cloudy again once Canada, the United States and other countries run out of stimulus money and taxpayers start paying the bill for the unprecedented bailout of the global financial system.</p>]]>

She said she's never been late on a payment, but a few months ago five issuers notified her they were raising her APR to more than 30 percent.</p>

<p>"But 30 percent is ridiculous,” she said. “It’s just ridiculous for anybody to pay."</p>

<p>The woman tried to get the credit card companies to lower the rates.</p>

<p>“We called them and we wrote to them and we got absolutely nowhere,” she said.</p>

<p>She soon realized she was in deep trouble and couldn't make the payments.</p>

<p>"When you have an interest rate of 30 percent, there's no way you can ever pay that off," she said.</p>

<p>So the woman turned to Chrisma Jones, a credit counselor.</p>

<p>Jones got the woman’s card issuers to agree to let her pay what she could afford and reduce her interest.</p>

<p>Jones said United Family Services Debt Repayment Plan is giving many consumers relief.</p>

<p>"With our debt relief plan, usually the payment is lowered, the interest is lowered, the fees are stopped and if you're getting any calls or collections those are curtailed as well,” she said.</p>

<p>Jones said it helps people pay more on the principle balance and get out of debt faster.</p>

<p>When the new law does take effect, card companies won’t be able to raise rates unless the consumer is 60 days late.</p>
